Abstract

The concept of local governments in Iraq is a relatively modern one, gaining increasing importance in the contemporary era. These governments play a pivotal role in providing essential services—both infrastructural and social—with the aim of enhancing the efficiency of public administration. Local governments serve as one of the main tools for achieving administrative balance between the federal government and spatial units, including provinces and regions. This contributes to strengthening the participation of individuals and communities in governance through democratic mechanisms, such as electing representatives who reflect their aspirations.

One of the key responsibilities of Iraqi local authorities is coordinating urban, economic, and social activities within the administrative boundaries of each province, to ensure a fair spatial distribution of resources and services. Achieving this requires the adoption of well-planned policies and the implementation of modern programming systems that enable the execution of development projects in accordance with spatial planning standards. It is also essential to adhere to laws and regulations that define and organize the powers and jurisdictions of local governments.
